EDIT: FOUND THE SOLUTION TO THE PROBLEM
OK everyone i have some good news and some bad news!
The good news is that i've found the solution to this problem, the bad news is that its a router malfunction
For the past 1-1½ weeks i've done about everything you can do to pin point this problem.
I started out at the beginning, trying to figure out if it was something to do with a perticular operating system so i installed everything from Windows 2000, Windows XP, Windows Vista and Linux without success so i crossed that off the list of possible solutions, so i went back to Windows Vista and went though the different Port Forwarding options discribed in the FAQ without any luck after that i called a Network Tech Support geek over and he tested everything he could to see what the problem was and he concluded that even though my 6000-6009 ports were indeed flaged as being open they were only able to send data and not recieve anything propperly, he could not see any problem with the 7000 TCP port at all but when trying to trace the danish internet hub Jay.net it would still come back very sketchy.. so he could not say with 110% certainly that there wasnt a problem with the TCP protocols aswell.
After that we both had a talk with the head tech support person at my ISP (Yousee.dk) and after a discussion that went back and forth for about 30 minutes, he agreed to send every possible Router/Modem that my ISP could offer its customers for me to test out as that was the last possible solution if it indeed true that 6000-6009 and 7000 was not blocked by them.
I went though testing a brand new model of the same Modem with built in router/firewall that i allready had and nothing changed, i then tested one of their older Netgear modems with built in router.. and it still didnt work. But after all of that i tested their last product, a Webstar Modem without any Router or Firewall built in.. and it worked like a charm.
So to sum all of this up, if your having this perticular problem its caused by a malfunctioning router and by malfunctioning i dont mean that its broken, i mean its a crappy product.. i've talked to about 50+ people on other forums who are having trouble doing any port forwarding with my old router and all of them were solved by getting a newer, better one.
Allmost every ISP will have more than one Modem you can choose from but will on automatic send their most crappy, user friendly one as default.. your best bet is to pickup the phone and talk to your ISP and tell them you want a plain Modem without any Router or Firewall functions in and then buy your own router to hook up inbetween your new modem and computer.

Note to the mods, making a thread to collect information regarding the perticular routers that does not work with GGPO might be prudent.
