Can't play or watch matches on Vista

Since no one seemed to be able to help me on my last thread, I decided to try GGPO on another computer that runs on Vista. I'm not getting a Guru Meditation error any more, but now I can't even watch matches, let alone play. Whenever I accept a challenge, FBA doesn't load. Whenever I try to watch a match, FBA doesn't load. I tried disabling any antivirus or firewall that might interfere, but that didn't solve the problem. Any suggestions?

I'm sure you read the FAQ and tried this:

2.14 Why doesn't the emulator open when I try to play or spectate?
Make sure your hosts file has this entry: 127.0.0.1 localhost

1. Go to C:\Windows\system32\drivers\etc\
2. Open the 'hosts' file in a text editor (e.g. Notepad or Wordpad)
3. Add an entry at the bottom so your hosts file looks similar to this (added entry in red):

# Copyright (c) 1993-1999 Microsoft Corp.

# This is a sample HOSTS file used by Microsoft TCP/IP for Windows.
#
# This file contains the mappings of IP addresses to host names. Each
# entry should be kept on an individual line. The IP address should

Im having the same problem tried all the above as well, GGPO worked with my previous ISP. But since I moved to a new ISP it doesnt work. tried on 3 different computers (2 XP and 1 Vista) can it be an ISP problem? or an IP problem?
